The consequences following incidents should be very dependent on two things, the mind state of both parties, the situation itself. Generally, if someone was shot at with the intentions of being submissive or compliant, but their body language told the officer that they were a threat. That would be generally be excusable, but there would be some sort of major compensation for the families, and not in a financial sense.

Thoughts of suggestion from police shootings
